The gate was locked. I'd guess this in an access point for emergency vehicles, or maybe an escape route. The depot exploded in a big way in December 2005 and it doesn't look as though the ensuing damage has been fully repaired yet. This photograph was obtained in what weather forecasters call a period of prolonged rainfall.
